We've sent rovers to Mars and it's talked about as the best place to colonise for a reason. It's easily more hospitable than Venus. No floating platforms in Venus' upper atmosphere are neccessary when far cheaper, safer, reliable and long lasting ground based shelters are possible one day on Mars.
