Galby was so powerful he shouldn't have needed to give a fuck about what anyone thought of him. It's not as if he was in danger of being voted out of office or anything - why wouldn't he gloat? Not only did he defeat a supposedly invincible order of demigods but their mighty leader went out like a complete bitch.
