Yes. It seems he doesn't have those dozens of ideas that flow through one's mind until one sticks. He just has a concept that he likes the idea of, and thinks might be cool. But it's like transplanting a plant out of it's non-native habitat. Darth Vader Ripoff won't be cool outside of Star Wars.
However, his worlds are basically blank slates, which makes them very good for inspiration. Take a side character, think about them a bit, and you've got what's basically an OC. Mix up the world, and it's your own. For things like this, if someone wrote fanfic and changed it enough, it would actually be something original.
