So there’s mention in the first book about how Galby is indeed looking for candidates for his eggs, but every time he looks at one a little too long, the Varden make the person disappear. Since we never find out what happens to these people - who are all presumably children - my running theory is that the Varden kills them. Mostly because I can’t see them relocating entire families and there’s no mention of an influx of children in Tronglebongle or Surda. So, adding to my theory, Galby stopped looking for candidates to protect the people from the Varden, and if he even considered holding a public choosing, the Varden might do something stupid and kill more people than just the possible candidate.
The truth, though, is that Paolini didn’t think about the consequences of such a line, and that someone might ask where these people are being disappeared off to. What’s happening to them? And why aren’t the people of the country talking about the disappearances of these people? Why does everyone sympathize with the Varden when they are literal rebels and murderers? I can’t imagine a family would side with the Varden if the Varden took away their kids and they would never see them again.
