What makes a Main Character

So I was having a discussion about whether Frodo or Sam are the main character of Lord of the Rings and I came to realize that what exactly a main character is isn't really well defined.
At first glance one might say the main character is the primary POV character. But if you look at Sherlock Holmes, the POV is Watson who himself is aware that he is just Sherlock's sidekick. Sherlock never gets a POV, but he's still unquestionably the main character.
